Water Waste

Every night between 2a.m.-2:30a.m. there's puddles of water that form, the pictures included are after they've dried up some but they seem to only be east of Rosemont on rosewood but I've noticed water all the way down Rosemont as well, nightly but only on the East side of the street but it puddles at rosewood and I don't know why it's happening but it's a concern if there's a leak underground or something.
